The Town of Indian Head has contracted Professional Building Inspecting, Inc. (PBI) to provide plan review, site inspection and enforcement services. PBI has been offering services to municipal clients in Saskatchewan since 1992 in keeping with the intent of the Construction Codes Act (CC Act).
Within the boundaries of the Town of Indian Head, the Building Bylaw and Zoning Bylaw regulate development and use of land, in accordance with the Town of Indian Head Official Community Plan.

There are two steps to each construction application: (1) Development Permit approval (as per municipal zoning bylaws, governed by the Planning & Development Act) and (2) Building Permit approval (as per municipal building bylaws, governed by the CC Act).
Development Permits
A Development Permit is a document issued by the Town of Indian Head that authorizes development pursuant to the Zoning Bylaw. Please note, this permit does not include a building permit. Development could include (but is not limited to):
- Building, engineering, mining or operations in, on or over land;
- Any material change in the use or intensity of use of any building or land;
- Excavating, filling, grading or drainage of land;
When considering any development project within the Town of Indian Head, whether residential or commercial, you will require a Development Permit first. This will be the first page of your Building Permit application as well.

Residential Projects
A building permit is required:
• when changing the structure of an existing building;
• building a new home or garage;
• when adding a deck (in certain circumstances);
• building a shed over 100 square feet;
Building permit applications are available within the links below and from the Town Office. Building permit applications must be delivered to the Town Office, along with two sets of drawings of the building or structure. The drawings and application will be reviewed and approved by the Town Building Inspector before the start of construction.
Construction cannot begin until approval is received.

Commercial Projects

Change of Use Permit
As per National Building Code, a property owner is required to get a change of use permit (Commercial Permit Information) when:
- A commercial property changes the occupancy use – ex: doctors office to retail space or even doctors office to dentist office
- A commercial property is vacant for more than 1 year – ex: retail space to retail space with 1 year between stores
A Commercial Permit Information Form and a Commercial Renovation form need to be submitted. If there will be changes to the building, plans will need to be included. Otherwise please note that it is a change of use. Please include previous use and year that it closed (or whatever information you are able to provide, maybe in your case the year you bought the building) and then detail the new use and what will be included in the set-up of the space. The Town will submit the forms to PBI (building inspectors), they will determine if a permit is necessary and detail the process from there.
The store/service operator’s (tenant when applicable) responsibility is:
- To submit a development permit application anytime a commercial space opens to the public.
- The development permit is issued from the town and the cost is $25 unless the use is discretionary (downtown commercial discretionary uses are listed in section 10.2 of the zoning bylaw).

Permits to demolish or move buildings
Applications for permits to demolish or move a building are available below or can be picked up at the Town Office. The permit must be submitted to the Town Office along with the service fee.
