Kinistino No. 459 is a rural municipality in north-eastern Saskatchewan
covering over 949 square kilometres.
The rural municipality's office is located within the town of Kinistino.

 

A state of emergency has been declared as of April 30, 2026 due to the spring thaw. Details below.

 

 

PUBLIC NOTICE

May 7, 2026: Council has ended the temporary road restrictions but remains under Spring Road bans and secondary weights.

PUBLIC NOTICE:  State of Local Emergency declared April 30, 2026  – May 4, 2026

Pursuant to Section 20 of The Emergency Planning Act, the RM has declared a State of Local Emergency effective April 30, 2026 due to severe flooding that has caused a washout of culverts near Section 16-46-20 W2 causing uncontrolled flooding over the 778 and the over-taking of bridges along the Carrot River as well as the southwest corner bridge of James Smith/Leonard Road.  This flooding has caused a lack of access and infrastructure damage.

The culvert, road and bridge failures have rendered access routes impassable, eliminating safe access and egress and poses a risk to public safety and emergency response.

The RM is working closely with staff from the Saskatchewan Public Safety (SPSA who are onsite and assisting RM staff and Council with emergency response activities, including assessment and support for evacuations of affected residents should they be required.

As a result of this declaration:

Certain areas of the RM may be restricted until further notice including all bridges east of James Smith and north of the 778, as well as the south eastern corner of JSCN.

Barricades, flags, and signage have been installed where required.

Conditions are dynamic and may change rapidly.

Affected areas have been assessed and secured to the extent possible under current conditions.

Spring runoff continues to impact municipal roadways, and additional road closures and restrictions are now in effect throughout the RM.

Public Advisory:

Please obey all road closures, signage, and barricades.  Avoid flooded or damaged roads, and never drive through standing or flowing water.

Further updates will be provided as conditions change.

BURN NOTIFICIATION

Please ensure any burns are monitored and follow the instructions for burning if you are in within 4.5 kilometers of the provincial forest. DO NOT LEAVE YOUR FIRE UNATTENDED and keep a water source close by to extinguish anything that gets out of hand. We thank everyone for their cooperation.

If you are burning within 4.5 kilometers of the provincial forest between April 1 and October 31, you are required to obtain a burn notification number by clicking read more and following the instructions.
