Telecommunication Tower - Letter of Concurrence

Telecommunication tower/antenna systems are regulated exclusively by Federal Legislation under the Federal Radiocommunication Act and administered by Innovation, Science and Economic Development Canada (ISED Canada). The role of Yellowhead County is as a stakeholder in the engagement process. As a stakeholder, Yellowhead County will encourage the location and siting of telecommunication towers in a manner which minimizes visual impact and respects natural and cultural heritage features and sensitive land uses to the greatest possible extent.

The principles, roles and guidelines which achieve these goals are detailed in Yellowhead County Policy No. 6100.04. As per this policy, a Letter of Concurrence is required for the location of all proposed communication towers with a height of 15m or higher.  Prior to submitting a request for a Letter of Compliance the applicant shall contact Yellowhead County and arrange for a preliminary consultation.

The County requires the Applicant to conduct a public consultation meeting for all communication towers greater than 15m in height for area residents. All residents within two (2) km of the proposed tower must be notified.  At the public consultation meeting, the Applicant will be requested to take an attendance log and record issues and concerns expressed by the public, and provide responses as to how issues will be addressed. These issues, as well as letters of support and non-support must be provided to both the County and ISED Canada.  The Applicant is responsible for the costs of the public consultation process including mail outs, newspaper advertisements, property signs and public meetings where required.

The application form (link), requested documentation, and applicable fee (Fee Bylaw) are required with the application submission.

The purpose of a municipal address is to provide a standardized system for identifying and locating properties within Yellowhead County.  This system is crucial for emergency services (fire, ambulance, police) and important for utility companies and other visitors to find a property.  A municipal address is not the same as the legal land description and may differ from the mailing address.  It is important that all houses on rural properties be individually addressed for emergency purposes.

To apply for a municipal address, please submit the Rural Address Form along with the applicable fee.  Upon receipt, the County will assign an address and, weather permitting, install a standardized blue address sign near the property's access approach.

Rural Address Form

Address confirmation letters are sometimes needed by County landowners to obtain a PO Box from Canada Post and to set up utilities or other services. To request an address confirmation letter at no charge, please visit the County’s Administration office in Edson. Proof of purchase or ownership of the applicable property, along with government-issued photo identification, will be required.

A Developers Agreement is a legally binding document between the County and a developer that outlines the terms for the development or subdivision such as for the construction of infrastructure (roads, access approach, etc.).

In cases where the construction of infrastructure is not tied to an approved development or subdivision, the County will use a Construction Agreement.  These agreements outline the specifications for the infrastructure to be constructed, the timeframe for construction, securities required, and inspection information.

Please note, the construction of infrastructure may include the construction of new, upgrading of existing, and/or removal of existing infrastructure.
